if not where in NFPA72 does is say that?

since we have problem bidding on projects since our competitors our using those type of panel for FACP or combination of burglar and fire for commercial use..

Unfortunately, it is allowed, but only if the equipment is UL listed for commercial fire use. Not all models are listed for this purpose, and many that are require special add on modules and power supplies to meet this requirement. Easy way to tell, if it has a plug in transformer, not listed.

Example
Ademco vista 32 - not listed
Ademco vista 32FB - listed, but must use special power supply, add a card for two phone lines, must use the "fire style" keypad, etc
