EST i0500 slc trouble

Went to job today where there is a pump house away from building and all devices were in trouble. There had been some excavation that caused conduit to have been ripped out of ground, this had been corrected but hasn't worked right since.
I'm getting 18vdc in pump house with devices unhooked but when I add transponders voltage drops, first to around 12 then as low as 5vdc.
I can't find any short in wiring, I'm not familiar at all with Edwards stuff either.
Any pointers greatly appreciated
