When you see all the Leds flashing or pulsating, that is an indicator that it is in "Comm Fail" Hence... The " 01070601 Rail Module Communication Fault" you are getting..

-- Make sure you have the Cables on correctly between your Chassis. (and seated firmly)

-- Look at your SDU program. What do you have programmed for Rail #2? And, Have you Compiled/Coverted and Loaded your CPU in question?

-- All due respect... You have some troubleshooting to do before you are close to replacing the 3-Cpu.

delanil ,
I have the same problem but it desapear like this few seconds or minute after,
I thinks te rail module is busy during the download,
try to reduce the baud at 19200 maximum,
Do not rush the download,do it slowly;
check the RX and TX LED on each module and you will see which one is not responding.

thanks,
