Alarm silence pseudo point won't restore

20 networked panels, every time the alarm is triggered there is no alarm tone due to the alarm silence pseudo point being active. When a system restart is done the alarm tones activate but when the alarm silence is activated it remains latched so the second alarm does not activate the tones. Checked rules and all is good, checked routing and all is good, running out of ideas....Any input is appreciated.
