Device replacement results in Device ID Error

We have an EST3 site where we have replaced devices in the past with no problems ( SIGA PS, SIGA HRS). Recently we have had issues with the panel accepting any new devices (SIGA CT2, SIGA HRS). When the device is replaced the panel goes through its usual mapping and eventually ends in a device ID error. We have confirmed the device models are identical but after several attempts the panel will not accept the new device. We do not have access to the SDU. Is there any way of changing the maps expected serial number for the device through the LCD?

May be can use SIGA-PRO tools to program the devices, and then replace to fault devices
