EST3 FIRE ALARM SYSTEM

I need a rule like that If the fire alarm is active, then one SIGA-CC1 will activate, then one minute later all SIGA-CC1 will be activated.

also important, the panel does the rules from top to bottom. if a rule is made active and has delays the delays will finish before finishing that rule and moving on to other rules lower in the program.
