Time Zone: blank in Card History Report.

Hello
On a fresh installation of WinPAK PE 633.2 client on Windows XP or Windows 7 with all the MS patches The Time Zone: field in the Reports - Card History is blank and I am unable to specify the appropraite Time Zone to generate a card history report. How do I about installing WinPAK so I have the option to select the Time Zone?
