Well, that just leaves 4 things
-your pc (can you try another) is this a built in ethernet port or a usb dongle type
- your cat 5 patch cable
- bad ethernet card in panel
- could still have duplicate ip

Has this cpu been downloaded before, or is this first time? If so, i think you may be pinging some other device on the LAN. Is this a first time download with the network card? The default ip is usually 192.168.1.3.
Verify your pc ip and est are set to the same subnet. Run a report to get ip info from panel.
Try connecting directly to the panel by manaully setting your pc network adapter ip address to match the subnet.

If you have VS-CU 3.5 and IO-CU 3.4 currently installed, try this. Copy the VS-CU.exe file into the IO-CU directory. Try replacing the slc card. Had a new system we just did and it ended up being the cause. I was getting random comm faults on detectors.

Any way to assign an access level of two or higher to switch on an switch/led module? (where you must log in to activate)
