-your pc (can you try another) is this a built in ethernet port or a usb dongle type
- your cat 5 patch cable
- bad ethernet card in panel
- could still have duplicate ip

Is this a first time download with the network card? The default ip is usually 192.168.1.3.

Verify your pc ip and est are set to the same subnet. Run a report to get ip info from panel.

Try connecting directly to the panel by manaully setting your pc network adapter ip address to match the subnet.

Check project parameters to ensure the correct mcm version is chosen.

Try replacing the slc card. Had a new system we just did and it ended up being the cause. I was getting random comm faults on detectors.
